Business Recycling

With the passage of California State Assembly Bill 341, recycling will be mandatory for all businesses and multi-family properties starting in 2012. With only a few exceptions, any business that subscribes to trash service of more than four cubic yards per week or multi-family property of five units or more, will be required to implement a recycling program.

To ensure a smooth implementation, we encourage all affected customers to contact Allied Waste to set up recycling service as soon as possible. Mandatory Commercial Organics Recycling

In October of 2014 Governor Brown signed AB 1826, requiring businesses to recycle their organic waste on and after April 1, 2016, depending on the amount of waste they generate per week. This law also requires that on and after January 1, 2016, local jurisdictions across the state implement an organic waste recycling program to divert organic waste generated by businesses, including multifamily residential dwellings that consist of five or more units (please note, however, that multifamily dwellings are not required to have a food waste diversion program). Organic waste (also referred to as organics throughout this resource) means food waste, green waste, landscape and pruning waste, nonhazardous wood waste, and food-soiled paper waste that is mixed in with food waste. This law phases in the mandatory recycling of commercial organics over time as follows:

• April 1, 2016: Businesses that generate eight cubic yards of organic waste per week shall arrange for organic waste recycling services.
• January 1, 2017: Businesses that generate four cubic yards of organic waste per week shall arrange for organic waste recycling services.
• January 1, 2019: Businesses that generate four cubic yards or more of commercial solid waste per week shall arrange for organic waste recycling services.

The City of Hawthorne has already began outreaching to businesses regarding this program. Businesses must comply by their respective deadlines. Multi-Family Recycling

The City of Hawthorne is happy to announce a free recycling program for multi-family dwellings. Working in conjunction with Allied Waste, the City offers free recycling options to apartments, townhomes, and all multi-family properties. State law passed in 2011 makes recycling mandatory for all apartments of five units or more. Take advantage of the City's programs to ensure your properties compliance with this new law!

Recycling service has always been free for these properties but our new outreach campaign hopes to make recycling easier and more efficient for both tenants and owners. The new program features:

• Bi-lingual posters, post-cards and flyers describing the program (sample included)
• Various sizes of recycling bins to accommodate limited space
• Free service of recycling bins (excluding scout service charge)
• Monitoring and assistance by City staff.

Waste reduction is an important part of helping our environment. This program can help you do your part, while also providing a valuable service to your tenants. By reducing your waste, you may also be able to reduce your trash bill and save some money in the process.

Recycling Market Development Zone (RMDZ)

Starting January 2014, the City of Hawthorne is home to a Recycling Market Development Zone (RMDZ). The RMDZ Program is administered by the California Department of Resources Recycling and Recovery (CalRecycle) as a way of encouraging the use of recycled or reused materials in manufacturing. The program offers attractive loans, technical assistance and free product marketing to eligible businesses within this zone (see map link below). City staff are here to assist you in this process.

The City of Hawthorne continues a legacy of manufacturing and aerospace innovation as the birth place of the Northrop Corporation in the 1930s and now home of Space Exploration Technologies (SpaceX). Today, Hawthorne is home to manufacturers of everything from environmentally-friendly surfboards to rockets to cutting-edge imaging equipment.

Incentives
The City of Hawthorne is prepared to assist new businesses in a variety of ways. These include, but are not limited to: Reduction of certain fees and taxes for building permits, business licenses, and utility user taxes; Assignment of a dedicated permit expeditor/case manager to guide all development permitting tasks in the City; The City has also considered joint purchasing companies with manufacturers planning to make large capital investments so that they can reduce their sales tax exposure.

Target Materials
The City of Hawthorne is targeting any and all materials for the RMDZ program with an emphasis on the priority materials of: construction & demolition debris, plastics, organics, and paper.

Infrastructure
The City of Hawthorne is located in one of Los Angeles County’s most active aerospace and technology regions. Located within a five mile radius are Los Angeles International Airport (LAX), the Los Angeles Air Force Base, Aerospace Corporation, Northrop-Grumman and Raytheon. The Hawthorne RMDZ fills a gap in the local RMDZ landscape by adding key manufacturing areas as well as such emerging companies as SpaceX. The Hawthorne RMDZ covers the major industrial and manufacturing areas of Hawthorne and is conveniently located adjacent the 405, 105 and 110 Freeways, as well as the Hawthorne Municipal Airport.
