Capital Improvement Projects
The Project aims to minimize conflicts of turning traffic with the through traffic on El Segundo Blvd., between the 405 freeway ramps, by modifying and upgrading the intersection layout and related systems. The project will upgrade the traffic signal system on El Segundo Blvd. at the 405 freeway ramps, enhancing traffic circulation and access to the I-405. The current signal systems were installed over 2 decades ago, and have proven problematic for coordination to the adjacent traffic signal systems due to equipment break down and inaccurate time keeping in the old controllers. This project will provide new traffic signal timings to each intersection, reflecting the current traffic demand and thereby enhancing the traffic coordination and minimizing travel delays.
Project Funding: $600,000.00
- Measure R
- Public Works Street funds
Project Engineer: Dweejal (DJ) Torado
Project Status: Planning/Study Phase
Estimated Completion Date: December 2025
The project will environmentally clear, modify, and replace traffic signal system, traffic striping, adjustment of utilities, excavation and removal of existing pavement, construction of curb, gutter, sidewalks and driveways. In addition, intersection widening on Imperial Hwy. at Hawthorne Blvd. to widen Hawthorne Blvd. and to modify the existing median to construct a southbound right-turn lane on Hawthorne Blvd and add a de facto westbound right-turn lane on Imperial Hwy. The next street widening location is at Imperial Hwy and Freeman Ave which will modify median to add a second eastbound left turn lane on Imperial Hwy towards the 105 on ramp. This project will enhance pedestrian safety by upgrading the pedestrian signals with count down feature, installing safety lights at inter sections to enhance visibility of pedestrians and upgrade all ADA access ramps.

The project proposes to widen two intersections, signal modifications, traffic coordination and timing upgrades, re-striping, utility work, reconstruction of adjacent concrete sidewalks, driveways, curbs and gutters required for the new signal poles. Currently the existing traffic signal systems were installed over 2 decades ago and have proven problematic for coordination due to equipment break down and inaccurate time keeping in the old controllers at the following locations:
- El Segundo Blvd. at Van Ness Ave.
- El Segundo Blvd. at Isis Ave
- El Segundo Blvd. at Ramona Ave.

Project Status: Design Phase
Estimated Completion Date: December 2025
The project will widen intersections, add vehicular lanes, modify and upgrade traffic signal system (including ADA ramps where signal upgrade impacts the adjacent ramp) , traffic striping, adjustment of utilities, excavation and removal of existing pavement, concrete, asphalt and construction of curb, gutter, sidewalks, driveways, retaining walls, and raised medians. The intersection widening locations are at Rosecrans Ave and Inglewood, which will add a 2nd left-turn lane for both eastbound and westbound directions, and at Rosecrans Ave at Isis Ave which will add a de facto eastbound right-turn lane on Rosecrans Ave. Traffic signal system will be upgraded at each signalized intersection along Rosecrans Avenue enhancing the traffic circulation and access to I-405. The current signal systems are installed over 3 decades ago, and have proven problematic for coordination due to equipment break down and inaccurate time keeping in the old controllers. This project will also provide new traffic signal timings to each intersection reflecting the current traffic demand thereby enhancing the traffic coordination and minimizing travel delays. The project includes the intersections of Rosecrans Ave at Hawthorne Blvd, Inglewood Ave, Ocean Gate Ave, Hindry Ave, Isis Ave, and Aviation Blvd.
